Methodology

Sources

House transactions come from the Office of the Clerk (disclosures-clerk.house.gov): the yearly financial-disclosure index lists every periodic transaction report, and each report is a PDF. Senate transactions come from the Senate Office of Public Records’ electronic financial disclosure site (efdsearch.senate.gov). Member names, parties, terms and committee memberships come from the congress-legislators project (public domain, CC0). Coverage starts with reports filed in January 2020. Executive-branch reports (OGE Form 278-T) are not included yet.

How each report is read

Electronically filed reports are parsed directly: House PDFs from their text layer, Senate reports from their web pages, and a row is published when its amount is one of the ranges on the form and its dates are real dates. Reports filed on paper are scanned images. An AI vision model reads them twice, independently, and every field of every row is compared. A scanned row appears here only after a person has also checked it against the image, because the two machine reads can share the same mistake on the form’s checkboxes. Rows still waiting are not shown. Each row says how it was read and links to the filing, so any figure can be checked against the source.

Coverage: 740 of 744 paper-filed reports since 2020 are not yet included, so transactions reported only on paper are under-counted here and in the signals. Cheaper AI models were tested against 25 hand-checked scanned reports on 2026-09-25. When two different models agreed on a row, the pair still fell short of the 99% accuracy bar set for publishing without a person, so those reports wait.

Ranges, not amounts

The law requires ranges ($1,001–$15,000, $15,001–$50,000 and so on), not exact values, and that is what each row shows. Where Palanor adds transactions up, it uses the midpoint of each range and labels it “range midpoint”: an estimate from the filed ranges, never an amount anyone reported. Open-ended ranges (“Over $50,000,000”) count at their floor.

Disclosure lag

A transaction becomes public only when its report is filed, which the STOCK Act allows up to 45 days after the trade. So this page, and the signals built from it, run behind the trades themselves. Days to disclose is the filing date minus the transaction date. More than 45 days is shown as a fact about timing; it can reflect amendments, late notice of a spouse’s trade or a managed account, and is not a finding of wrongdoing. The aggregate series are dated by disclosure, so a published value never changes when an old trade is reported later.

Companies, owners and committees

A ticker is attached when the filer wrote one and it matches a listed company with a name that agrees with the filed asset, or when the asset name matches exactly one company’s name. Otherwise the asset is shown as filed without a ticker. Owner is the filer, a spouse, a joint account or a dependent child, as reported. Committee assignments at the transaction date are listed as a plain fact from the congress-legislators record of memberships over time.

Nonpartisan by construction

Every member and party is handled by the same code and shown the same way. Party appears as plain text, never as a colour. There are no rankings of members, no commentary on individuals, and nothing here suggests copying anyone’s trades. Members are listed alphabetically.

Signals

Net buying of S&P 500 stock (range midpoint, trailing 30 days of disclosures), net buying for sectors with enough activity to read, and the share of transactions disclosed after 45 days. Each has a page in the Palanor signal library with its full methodology.

Use of these reports

The Ethics in Government Act makes it unlawful to obtain or use these reports for any commercial purpose other than by news and communications media for dissemination to the general public, for establishing anyone’s credit rating, or for soliciting money (5 U.S.C. §13107(c)). Palanor publishes them here, free and public, as part of its newsroom. Palanor does not offer the individual records through its API.
