## What this measures

The percentage of transactions disclosed by members of the U.S. House and Senate over the trailing 30 days whose report came more than 45 days after the transaction date, the outer limit in the STOCK Act. All asset types. Daily, from 2020.

## Why it matters

Timely disclosure is what makes the reports useful to the public. The share shows how much of what becomes public arrives after the statutory window.

## How to read it

Higher means more of the recently disclosed transactions were reported late. It moves with batches: one member filing a large set of overdue transactions can lift it for a month, so read it with the transaction count in the metadata.

## What it does not say

Late is a fact about timing, not a finding of wrongdoing: amended reports, late notice of a spouse's or managed account's trade, and corrections all produce late filings. Days to disclose is the filing date minus the transaction date; the law's 30-days-from-notification rule can make a filing timely that this measure counts as late. Every member of both chambers and every party counts the same way; nothing is weighted by who traded.

Periodic transaction reports filed with the Office of the Clerk, U.S. House of Representatives (disclosures-clerk.house.gov) and the Secretary of the Senate, Office of Public Records (efdsearch.senate.gov), parsed by Palanor; only verified transactions count (see palanor.com/congress-trades#methodology). U.S. Government works. Use is governed by the Ethics in Government Act, 5 U.S.C. §13107(c), which bars commercial use other than by news and communications media for dissemination to the general public; Palanor publishes these aggregates under that news-media exception, free and public.
